I have photos from a studio photog which I paid for and I want to put one I the newspaper to wish someone a happy birthday. Do I have the right to use my photo this way without getting a permission slip for every use?

It is your photo, but you do not own the rights to it. While the content sounds almost editorial in nature, I would advise against using the picture unless you get written permission from the photographer for the use. If you don't, you are looking at a potential copyright violation, and a possible civil suit against you.
