Although most will recommend that you mess with the filters...

How exactly could I edit a photo so the result is similar to this photo I've attached?

This question might sound crappy and copy-cat-ish, but I'm stumped on how to achieve this type of effect. It reminds me of a slight vector...but not.

Any suggestions?

I think that using the chrome effect in photo shop can make you come close to this.

Saturation...pull it out and mess around. Experimentation is always key.
